OCID is calling a Board Meeting on August 5th at 5:30PM, at the Town of Orchard City Community Room, to discuss Potential Allocation Changes and anything else that comes before the board. 

The Board has voted to increase the allocation to 70% at this time, please check back for updates and changes to this.

June 19, 2021 Minutes

The meeting was called to order at6PM. Andy Wick, Jeff Wick, Gregg Helmsing, Dick Kirkpatrick, Joe Young and Jeff Widener were present. It was held at the Orchard City Town Hall. Helmsing made a motion to go into executive session of the OCID board of directors for a conference with OCID's attorney for the purpose of receiving legal advice on specific legal questions under Section 24-6-402(b), C.R.S., and determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations and/or instructing negotiators under Section 24-6-402(4)(e), C.R.S., related to OCID's water delivery obligations under the Contract dated December 18, 1940 between OCID and LC. Weaver et al and the Agreement dated April 5, 1938 between OCID and J. Welland Jeffers. Jeff Wick seconded the motion unanimously approved.

Executive session ended and returned to the meeting at 7:05 PM

Andy asked if there were any concerns on improper matters regarding executive session. There were no concerns.

Joe Young read minutes form the OCID meeting of May 22, 2021 and they were approved with no additions or corrections.

Jeff Weidner's Report: Reservoir is 1480AcFt and we stand at 10% allocation.

Gregg Helmsing read Ron Phillips report. The reservoir was projected to be about 1200 feet right now. We have more water than projected from inflows. We could have one more watering cycle perhaps two with what we have and still fill the contracts. Ron's recommendation is that we raise the allocation to 27%.

Gregg Helmsing motioned to resume delivery of water at an allocation of 27%. We will order beginning next Friday for a 2 or 4 day run ending on Thursday. People can also order on Tuesday for a two-day run. We will then repeat that cycle the following week. You will not be able to water in advance. Joe Young seconded the motion, and it was unanimously passed.

Gregg Explained that the website is at a point for some user input. It is not live but please email to get the link and look at the website. It will show if the reservoir is on or off spill, explain our complex water system to new users, also water ordering online.

Questions were opened for attorney John Howe the attorney. Questions were answered.

Gregg motioned the board see that Mr. Howe further research the context of the term "irrigation season" used in the contracts. Not to exceed $3000. Dick Kirkpatrick seconded the motion, and it was passed unanimously.
